Configurable butting levels #4

Currently frequency is hard coded into script, and there are some 
exceptions. Need general pattern matching and random occurance.

As well as pause between picking victim and butting them.

Perhaps a grace period after butting too might be an option.

Along with being able to pick the !butt trigger, as well as people/bots to 
ignore.

Might be a bit overkill to either convert the configuration file to perl on 
startup, 
but making the configuration file a perl file extracting the necesary matching 
functions.
