Use the updated request API (see here) to allow instance admins to use Cadence backend API keys to access whitelisted requests.
This operates in opposition to the current special-tagged-requests system, but that will remain in place for the time being until @kenellorando and I decide how we want CadenceBot to end up performing rate limiting.
