When a Twitch user goes on stream, notify a target channel with a link to stream

This issue should be configured per-server, so it will be done after #44.

I was going to delay detailed-helptext for this, but I suppose I could go kick off an integration branch, on the off chance that @JunhaoSLi and @magix430 actually intend to finish their tasks on that front someday... I'd rather not release a new prod build with half of detailed-helptext and live-reconfig both in place though.
