What is required to complete the issue:

[ ] Choose the development environment to be used throughout the project.
[ ] Include documentation/references to tools, support, project integration to make full use of the IDE.
[ ] Update the internal documentation on how to make use of the IDE with the project.

Considering Visual Studio Code. It's a useful IDE-lite editor which integrates well with most web technologies and has excellent community backing.
