reference limit and strange characters #1

some times people will reference a hundred scriptures and the bot will pull them all up. Also the quote of the day doesn't handle strange or special characters. Also I should increase the time for pagation.

I think 7 minutes for pagation.

I'd actually recommend allowing a maximum of two. While that's small, the embeds can be quite large, so they take up a lot of space.
