Line 58 "If the oracle has had the same output state for a long enough period of time ..."

If the period of time in question is fixed, we should simplify this by including the exact period of time, or what the period of time is relative to.

"If the oracle has had the same output state for (x blocks) ..."

It is defined by the governance variable.
