Create new conda environment to get latest packages. #543

The current conda environment is stuck on old versions and those old versions are failing the build. Recreating Conda environment to allow for latest versions to be chosen.

Thanks for the review. I do not have access to Jenkins, but have tested these changes locally and they did fix the issue we're seeing.
