Remove packages directory and the nws alerts yaml file #30

Contains nothing worth moving to NFL. Will submit a separate PR for a blueprints directory containing a mobile app notification blueprint to start. I've tested the notification blueprint over several weeks and it evolved from an automation I used most of last season, so it's fairly mature. My plan is to add at least one other blueprint (light flashing in team colors), but I'm not happy with it yet (still have some features to add and issues to resolve with that one).

Thanks for the cleanup. I'll wait to create a release since this shouldn't impact functionality.
