Drag/Drop/Reorder Note Blocks #940

How about being able to drag/drop and reorder blocks within a note? This is a nifty feature in other outlining apps like Notion. You can also use keyboard shortcuts to move the block up and done after selecting the entire block (usually with escape key while cursor is in block).

This would be an editing component feature (so CKEditor) and there I have only limited options what I can implement without diverting significantly from upstream. So if CKEditor implements in the future something which would make this feasible then why not, but otherwise ...
