NPCs had relied on the player to use tazers at all #149

Formal fix is f44012e6f4b62a19739079bb740c3471e34d3091 . This only allows targeting monsters with tazers, not the player or other NPCs.

manhacks fully formal-fixed by a1763f6ddb56abb8da477cbaeb49e2e2ac36f7b0 (these just require empty space next to the user).
