Tagless images not showing up in /post

What steps will reproduce the problem?
1. Upload an image with a new tag (e.g. "test1") as the only tag for the image.
2. Go to Tags and delete the tag "test1"
3. Image disappears from /post

Usually when you delete all tags from a single image, it automatically replaces 
it with "tagme".  But if you go to the Tags screen and remove the last tag from 
an image, the affected images do not get 'tagme'.  And they end up disappearing 
from /post and become virtually unsearchable.

They still exist in the database if you happen to remember their ID number.  Or 
if you try to reupload it, the board will catch it as a dupe and show you where 
the original one is.
