Add type definitions for LeafletLayer #11

Pretty self-explanatory in the title. This adds type definitions which is useful even when using the library as plain JS or when used with a Typescript project. One minor question is if this should come with a version bump, either to 1.2.2 or 1.3.0

Hi, thanks for your contribution and I'm sorry for a late reply, but I rather migrated it fully to TS in https://github.com/zakjan/deck.gl-leaflet/issues/13. Please try the newly released 1.3.0.
