PDFUA-77: Ordered list with correctly set ListNumbering attribute "Decimal" #109

On a side note to this example - in the PDF attached to this item, the LBody tags do not contain P tags, they simply contain the text for each item in the list.  However, in PDFUA-183 there is a very similar list (at least as far as the content in the list items is concerned) and, in that example, each LBody has a nested P tag containing the content.  We probably should be consistent in our tagging of these types of lists and, if we do include the P tag, for example, there should be explanations as to why (or when) to do that and when it's not needed.
