I added 13-001 to metadata Matterhorn Protocol. Please check if this is ok for you.

Matterhorn 13-001 seems reasonable.  It's the closest thing to "something is tagged as a Figure but should have been artifacted."  Unless we simply want to rely on 01-001 for that criteria - "Artifact is tagged as real content."  I would be ok keeping 13-001, though, if the group is ok with it.  I'll move this to "Refer to group" for others to provide input.

7.21.4.2 requires that if CIDSet is present, it lists all the glyphs. Replacing with a version that does.

The example seems good, but the text in the example is confusing. The figure with the blue text is not artefacted, but the text says it is (it should be artefacted though).
