PDFUA-236: Order of marked content sequences within a tag correctly set #215

The objective of this technique is to show how to order content within a tag to match the author’s intent.

Often, when text or a page is rotated, the content order within the tags is incorrect. In this example, the content order within the paragraphs is correct. Even though English is written left to right, the lines of text within the paragraphs are ordered from the right side of the page to the left.

For metadata, I added Matterhorn 01-006 and WCAG 1.3.1 because, while it might be a little bit of a stretch, where the test procedures mention the reading order "matching the author's intent" I would also take that to imply that the tag type should also match the author's intent.  

Moving this along for review.

I do believe 01-006 and WCAG 1.3.1 are too much of a stretch for PDFUA-191, PDFUA-192, PDFUA-235, and PDFUA-236.

Minor issue detected with our PDF/UA verifier: the language tag "nb_NO" is not valid BCP47, which requires a hyphen not an underscore - manually repaired file attached as "revised"
