This example demonstrates a failure condition in which content incorrectly is directly nested in a TOCI tag. Instead the content must be nested in tag which is a correct sub tag of TOCI, like reference (see PDFUA-265). Furthermore, it is suggested to add links in the reference (see PDFUA-267).

Not a clear fail, no pass as well --> rejected

(A TOC without any links makes no sense.)
