indicating content language is very complex in PDF. It seems it can be done in too many ways. My guess is that the language change does not work because the base langauge is not set

Added a second pass sample that has two paragraphs, one in the default document language (en-US) and one in Dutch (nl). "langs-switch.pdf"

Do we need to document this with the structure of the correct language tagging. It's clear that this is an area where different software implementations will have different interpretations and faults. The correct tagging structure will have to be affirmed by a different technique?

Title should be descriptive.
Remove lang of first p tag
Third paragraph has English text with English on content
Fourth paragraph has German on the content.
