As this is a tax form, there are two pieces to this page. The first half is meant for the recipient to keep for their records and the second is to be torn off and sent in with their taxes. 

This content is real content, but is completely duplicated. Therefore the second form was artifacted. There are no specific guidelines or rules for completely duplicated content.

While the technique for marking artifacts is on interest, the example shown here confuses the committee because it isn't obvious that the second paragraph should be artifacted, based on the content.

We do feel that this topic is one that should be covered and an example provided, but would like an alternative file.
