Two sets of lines refer to the same footnotes.   If the first occurrence references the footnote text, the second occurrence can not reference it as the content can not be repeated.

JAWS reads both tables and footnotes but there is no indication that the content in the tables reference the footnotes.

The initial review committee has looked at this.  There are two issues:

The file is overly complex to demonstrate the technique, because it is hard to find the various items being addressed (two tables, along with many footnotes).

The references to the footnotes are not tagged as references and the footnotes are not in <note> tags.
