PDFUA-79: Ordered list with missing ListNumbering attribute #79

This describes a failure condition that applies when an ordered list (numbered list) does not have the ListNumbering value set. In this case, the labels for the list items are Arabic numbers so the ListNumbering should be set to "Decimal".

Compare also #183: list with bullet points but attribute ListNumbering is also "None"
