Add hybrid mode

Just an idea I want to keep.

It would be interesting to have another mode which allows to do everything:

• action on ROI => Move / resize existing ROIs
• when starting action anywhere else => Draw new ROIs
• action with alt key => Pan

"action" here is click / drag / release
