Except when you click any button in the toolbar, it opens a panel stack: https://blueprintjs.com/docs/#core/components/panel-stack2

The panel stack should open on top of the toolbar and take the entire space available in the accordion item (red rectangle).
There should be confirm / close buttons which close the panel in a header. The panel can look similar to this: https://583-use-blueprintjs-htmltabl.react-science.pages.dev/stories/?path=/story/components-panelpreferencestoolbar--basic
