Implement simple alert dashboard #11

The ZMON CLI could benefit from providing a console-based alert dashboard.

For example:

$ zmon dashboards view [DASHBOARD-NAME] [-W|--watch]

@beverage This is still in progress. Functionality is there, it's lacking the tests. Can't give ETA at this point.
