Make history events filtering configurable #430

The current implementation has a hardcoded set of event ids used to filter which events should be visible in the history - https://github.com/zalando-zmon/zmon-controller/blob/master/zmon-controller-app/src/main/java/org/zalando/zmon/service/impl/HistoryServiceImpl.java#L104

We should make this configurable

List of hard coded event ids: By alert: 212993,212994,212995,212996,212997,212998,213252,213253,213504,213505,213506,213514,213515,213520 by check: 213254,213255,213256,213257
