Allow creating and editing Check Definitions in web UI #8

Check definitions can currently only be updated via the ZMON CLI (https://zmon.readthedocs.org/en/latest/zmon-cli.html). We should provide a web form to edit them (similar to what we already have for alert definitions).

The form should be pretty straight forward as most fields are similar to the fields for alert definitions.

Some fields missing, but this works, will add new ticket if necessary as the UI will also get cluttered.
