[FEATURE REQUEST] add support for pgbackrest for backup and restore *BOUNTY* #887

We'd like to add pgbackrest as an alternative option for backups and restores and bootstrap from backup with support for replication. The solution should support full, incremental and streaming backup scheduling.

There is a $ 1000 USD reward for anyone who implements this within 2 weeks.
