creates readthedocs under https://geonode-k8s.readthedocs.io/en/latest/ . adds pull request trigger to rebuild docs at each PR

Perhaps we should maintain a list of geonode standard features which does not work (for example the backup/restore mechanism).

@AlexGacon yes we can do so. But lets do this within the next releases. I want to finish this PRs now to have release 1.1.0 out
