Zalf User, including Kassel if they have an agreement with Zalf, do have the option to embargo data. All other users can not define an embargo. Explanation: Embargo necessary if authors are requested to "publish" data in the repo in advance to publish a sci.paper. these binding policies to hand over data to the repo are in action at ZALF and Uni Kassel.
