EPIC: FDM project database #150

Feature Description

For GeoNode and also the Upload Tool we need to provide information about relevant projects for dataset submissions etc. This was discussed in the TF Geonode (https://github.com/orgs/zalf-rdm/discussions/5) and agreed, that we want to conntect to the ZALF project database (PAP) and use this information to manage an own "project database" within FDM/DIS.
