Task Description

Right now the GeoNode system differentiates different status of a dataset. If a dataset is "uploaded", it is still not visible for everyone. Together with the data stewards we need to develop a workflow on how the data will be uploaded to the GeoNode, the role of the new upload tool and later data curation aspects.
