Update to latest DPF, add CI workflow file #87

Here comes the big PR :) Still kinda in progress, missing items:

[ ] Set VST3 category for all plugins
[ ] Enable CLAP and set category for all plugins
[ ] Fix plugin bugs that lead to "plugin validation" step failing

That said, I think it is safe to merge this already, so we can have nightly/action builds. They are setup so that libsamplerate, fftw and other libs are built statically, so generated builds will be fully featured.

Thanks so much! As discussed, I will merge this and update my website to make all versions gratis and Free Software.
