Enabling the feed just means that it will be downloaded and can be used for
filtering. This does not apply any filtering to the feed. Filtering rules are
created and attached to a feed after the fact. So if you enable the feed, but
don't create any filters for it, you've done exactly what you are saying. Am I
missing something?

True, but if you don't assign your filters to a particular feed then it applies
to all the feeds, which is also a very good feature.
I use two main feeds for all my filters so don't specify a feed for any of
them, however I would like to add another feed which I would like to be
basically Manual download only and not apply to any of the feeds.
Not really a big issue I guess, I can use an alternative reader for that feed,
as it will be manual download anyway.
