Horizontal ScrollBar background and slider are rendered without the first row of pixels #9

The first row of the pixels is ommited:

So this problem has to be related with the Windows 10 only.

The same problem exists in the Lazarus 3.0, on Windows 10 (both 64-bit). Horizontal scrollbar is still rendered incorrectly. See how the rendering looks — what is incorrectly filled with black:

This issue affects all components with horizontal scrollbars in all Lazarus windows.
