Load Template Config #17

E_template::load_config() was not completed. Most likely due to my laziness. This must be finished at some point soon.

Completed. See http://github.com/mynameiszanders/ci-template/ for the CodeIgniter version. Waiting for HMVC to be fully implementated before updating Evening template library.
