New requirements for People API access? #61

I was attempting to get API access today according to the steps on the wiki, and Google identified one of the required scopes, googleapis.com/auth/contacts, as "sensitive" and therefore requiring the app to be Verified first. Then they demanded significantly more steps and information like an associated domain, justification for the scope, and a YouTube video demonstrating how the scope will be used. I'm assuming this is not the expected behavior and something has changed since the wiki entry was made... or I've made some egregious typo.

as far as I know and remember, that behaviour should only occur when the app is not in "testing" mode - could You please check this step?
