Effect editor dialog box too large #23

Netbooks with puny resolutions cannot view the full effect editor dialog Needs either resizability or alternate template.

Commit 428a160114fcc0c31ff65ccd6365b57713017836 changes the dialog to 960 by 570, should fit decently on a 1024x600 screen.
