[Migrated] Add lambda layers support #688

Description

Lambda layers support Added layers keyword in zappa_settings.json, put a list of ARN's there and zappa will add them to your function.

I think this has already been merged and is in the product, so this could be closed?

Might be useful to add a bit more documentation about this to the README.MD, it's not immediately clear that you should add the packages in your layer(s) to the exclude array of the zappa settings
