If player 1 takes an action, and player 2 challenges it, it is now player 2's go afterwards.
If player 1 takes an action, player 2 counteracts it, and player 1 challenges their counteraction, then it becomes players 2's go afterwards.
The same is true with player 2 and player 1 swapped
If player 1 takes an action, and player 2 challenges it, it is now player 2's go afterwards.
