I don't think there are linguists in the ZAP team to recommend (much less enforce) capitalization styles in all languages. IMO this is something that the translators of each language should decide and enforce.
I agree with @thc202, this is not something I'm able to discern.

Related to #2000.
For en-GB, en-US, and en-CA, Chicago capitalization style was choosen for menu titles.
It is a good thing from a UI perspective to achieve consistency on title labels.
However, no capitalization styles are defined for other locales meaning is up to the translator to either choose Chicago style in his native language when relevant (which is not a good thing) or to choose another style (that has to be consistent).
Describe the solution you'd like
When relevant, choose a capitalization style for all languages, prioritising the ones that are close to be completed and inform the translators that the expressions must follow it.
Describe alternatives you've considered
Enforce the capitalization styles for all language via program code, but as of now I have not been able to find a library that works offline.

French seems to almost never use title specific capitalization, especialy on UI menu title labels.
