create command to handle approval rules #835

We need a new command to handle the basics of merge-request approval rules. Some of the features I would like to see are:

[ ] show approval rules of a certain mr
[ ] add a new approval rule
[ ] delete an approval rule

The ACL should be already controlled by GitLab itself.
