Copy files from a Python project skeleton (to enable CI etc.) #4

Maybe copy over the relevant files from perfcapture which, in turn, is based on https://github.com/jaraco/skeleton

Hmm, on second thoughts, maybe zarr-benchmark shouldn't be a Python package. Instead, users would pip install perfcapture (once perfcapture is on PyPI!) and run perfcapture against the "benchmark recipes" in zarr-benchmark.
