doc: copy 3.0.0.alpha changelog into release.rst #2007

This catches our change log up with 3.0.0.alpha... @MSanKeys963, would you be up for helping format this?

[ ] New/modified features documented in docs/tutorial.rst

One of the warnings might be preventing the build:
