added faceRec filters to usable filters #84

resolves #85 with these changes the faceRec filters should be able to be used from the main when called on the website once there is an option to call them from the website

filters added to dict

for images and stream

filter17 is filter_clown filter18 is filter_dog

for video

filter19 is filter_video_clown filter20 is filter_video_dog

additional changes

added a video function for the filters because they are used differently than other video filters
