To give some background of where this came from:

We've had multiple members (myself included) ending up having to get moderators involved due to missteps because we assumed that this was related to community members. I've seen at least 3 instances where people have said 'why should I be respectful of this bad person' x.

Adding this change will emphasise that members need to be respectful of all our fellow humans on or off the platform if we choose to engage about or with them. This seems already in practice, but seems unclear to most causing more escalations.
