Make the upgrade banner dynamic, taking into consideration the user's plan status. If a user has already upgraded the system, the upgrade banner should be removed permanently.

3. Expected Behavior

Users who have upgraded should not see the upgrade banner.
Users who haven't upgraded or are on a free plan should see the upgrade banner.
