According to issue no.2 from this issue. https://github.com/zaviagodev/frappe/issues/244 . I decided to restrict users from editing item rate if items have shipping rule applied.
Expectation:
Pricing Rule item rate will be 'read only' while normal item rate is able to edit as normal. (Functionality is same like tax and charge table that if tax type = actual, then tax rate will can't be edited)
