User do not have permission to write both Tax Category and Tax Withholding Category so I suggest to

1 Hidden Tax Category and Tax Withholding Category in Customer from User

  1. Set Default for Tax Category and Tax Withholding Category as USER do not need this function in /app/customer/

Solution

Customer customized form, Set permission level = 9 So User cannot see this field (hidden on view level)
