Allow pwm motif files with . and fix logomaker issue

Now the script can take files with . in it. Issue #33 seems like an internal issue in logomaker. On analysing, I found that this issue only occurs when all the four columns in a row are 25. To fix this, I just added script to change one row to be 25.01 and other to 24.99. This will not give us that error and also wont change the output. I have ran the pipeline for all the motifs in ATtRACT-motifs and it is passing for all now.
