Move CI from Travis to GitHub Actions #49

Describe the solution you'd like Move from Travis to Actions

I see that singularity tests are already off in the Travis CI. We will drop execution (and thus CI) in singularity anyway, mac users don't have that option and we want to provide an easy command-line tool that "just works" (~Todd Howard). Therefore bindz needs only conda for the envs.
