inside of your icon theme directory you will find folder called ' places ' .. create 4 link to folder called '64' either via terminal ( ln ) command or file manager (right click on folder select create link) ,. rename those folders to 48, 32, 24, 22 respectively.. the issue should fix.. if not then edit index.theme and add the folder name there..
you post has been a year old now and you might have been able to find fix elsewhere .. but some ppl might still come here looking for solution.. so i posted it anyway.. if there any error on my part please fix it. .

I noticed that on my Mint 21.1 install, the folder icons appear huge in the archive manager:
Might be worth looking into.
